The Atrocious Nature of the Vietnam War

I’ve now watched all ten episodes of the Burns/Novick series on the Vietnam War.  I’ve written about it twice already (here and here), and I won’t repeat those arguments.  Critical reviews by Nick Turse, Peter Van Buren, Andrew Bacevich, and Thomas Bass are also well worth reading.

I now know the main message of the series: the Vietnam war was an “irredeemable tragedy,” with American suffering being featured in the foreground.  The ending is revealing.  Feel-good moments of reconciliation between U.S. veterans and their Vietnamese counterparts are juxtaposed with Tim O’Brien reading solemnly from his book on the things American troops carried in Vietnam.  The Vietnamese death toll of three million people is briefly mentioned; so too are the bitter legacies of Agent Orange and unexploded ordnance; regional impacts of the war to Laos and Cambodia are briefly examined.  But the lion’s share of the emphasis is on the American experience, with the last episode focusing on subjects like PTSD and the controversy surrounding the Vietnam War Memorial in Washington, D.C.

The series is well made and often powerful.  Its fault is what’s missing.  Little is said about the war being a crime, about the war being immoral and unjust; again, the war is presented as a tragedy, perhaps an avoidable one if only U.S. leaders had been wiser and better informed, or so the series suggests.  No apologies are made for the war; indeed, the only apology featured is by an antiwar protester near the end (she’s sorry today for the harsh words she said decades ago to returning veterans).

The lack of apologies for wide-scale killing and wanton destruction, the lack of serious consideration of the war as a crime, as an immoral act, as unjust, reveals a peculiarly American bias about the war, which Burns/Novick only amplify.  The series presents atrocities like My Lai as aberrations, even though Neil Sheehan is allowed a quick rejoinder about how, if you include massive civilian casualties from U.S. artillery and bombing strikes, My Lai was not aberrational at all.  Not in the sense of killing large numbers of innocent civilians indiscriminately.  Such killing was policy; it was routine.  Sheehan’s powerful observation is not pursued, however.

What the Burns/Novick series truly needed was a two-hour segment devoted exclusively to the destruction inflicted on Southeast Asia and the suffering of Vietnamese, Laotian, and Cambodian peoples.  Such a segment would have been truly eye-opening to Americans.  Again, the series does mention napalm, Agent Orange, massive bombing, and the millions of innocents killed by the war.  But images of civilian suffering are as fleeting as they are powerful.  The emphasis is on getting to know the veterans, especially American ones, of that war.  By comparison, the series neglects the profound suffering of Vietnamese, Laotians, and Cambodians.

In short, the series elides the atrocious nature of the war.  This is not to say that atrocities aren’t mentioned.  My Lai isn’t ignored.  But it’s juxtaposed with communist atrocities, such as the massacre of approximately 2500 prisoners after the Battle of Hue during the Tet Offensive, a war crime committed by retreating North Vietnamese Army (NVA) and National Liberation Front (NLF) forces.

Yet in terms of scale and frequency the worst crimes were committed by U.S. forces, again because they relied so heavily on massive firepower and indiscriminate bombing.  I’ve written about this before, citing Nick Turse’s book, Kill Anything That Moves, as well as the writings of Bernard Fall, who said that indiscriminate bombing attacks showed the U.S. was not “able to see the Vietnamese as people against whom crimes can be committed.  This is the ultimate impersonalization of war.”

Why did many Americans come to kill “anything that moves” in Vietnam?  Why, in the words of Fall, did U.S. officialdom fail to see the peoples of Southeast Asia as, well, people?  Fellow human beings?

The Burns/Novick series itself provides evidence to tackle this question, as follows:

  1. At the ground level, U.S. troops couldn’t identify friend from foe, breeding confusion, frustration, and a desire for revenge after units took casualties. It’s said several times in the series that U.S. troops thought they were “chasing ghosts,” “phantoms,” a “shadowy” enemy that almost always had the initiative.  In American eyes, it wasn’t a fair fight, so massive firepower became the equalizer for the U.S.—and a means to get even.
  2. Racism, depersonalization, and alienation.  U.S. troops routinely referred to the enemy by various racist names: gooks, dinks, slopes, and so on. (Interestingly, communist forces seem to have referred to Americans as “bandits” or “criminals,” negative terms but not ones dripping with racism.)  Many U.S. troops also came to hate the countryside (the “stinky” rice paddies, the alien jungle) as well.  Racism, fear, and hatred bred atrocity.
  3. Body count: U.S. troops were pushed and rewarded for high body counts. A notorious example was U.S. Army Lieutenant General Julian Ewell.  The commanding general of the 9th Infantry Division, Ewell became known as the “Butcher of the Delta.”  Douglas Kinnard, an American general serving in Vietnam under Ewell, recounted his impressions of him (in “Adventures in Two Worlds: Vietnam General and Vermont Professor”).  Ewell, recalled Kinnard, “constantly pressed his units to increase their ‘body count’ of enemy soldiers.  This had become a way of measuring the success of a unit since Vietnam was [for the U.S. Army] a war of attrition, not a linear war with an advancing front line.  In the 9th [infantry division] he had required all his commanders to carry 3” x 5” cards with body count tallies for their units by date, by week, and by month.  Woe unto any commander who did not have a consistently high count.”

The Burns/Novick series covers General Ewell’s “Speedy Express” operation, in which U.S. forces claimed a kill ratio of 45:1 (45 Vietnamese enemy killed for each U.S. soldier lost).  The series notes that an Army Inspector General investigation of “Speedy Express” concluded that at least 5000 innocent civilians were included as “enemy” in Ewell’s inflated body count—but no punishment was forthcoming.  Indeed, Ewell was promoted.

Ewell was not the only U.S. leader who drove his troops to generate high body counts while punishing those “slackers” who didn’t kill enough of the enemy.  Small wonder Vietnam became a breeding ground for atrocity.

  1. Helicopters.  As one soldier put it, a helicopter gave you a god’s eye view of the battlefield.  It gave you distance from the enemy, enabling easier kills (If farmers are running, they’re VC, it was assumed, so shoot to kill).  Helicopters facilitated a war based on mobility, firepower, and kill ratios, rather than a war based on territorial acquisition and interaction with the people.  In short, U.S. troops were often in and out, flitting about the Vietnamese countryside, isolated from the land and the people—while shooting lots and lots of ammo.
  2. What are we fighting for? For the grunt on the ground, the war made no sense.  Bernard Fall noted that, after talking to many Americans in Vietnam, he hadn’t “found anyone who seems to have a clear idea of the end – of the ‘war aims’ – and if the end is not clearly defined, are we justified to use any means to attain it?”

The lack of clear and defensible war aims, aims that could have served to limit atrocities, is vitally important in understanding the Vietnam war.  Consider the quotations from Presidents Kennedy and Johnson that lead this article.  JFK claimed it wasn’t America’s war to win — it was South Vietnam’s.  LBJ claimed he wasn’t going to send U.S. troops to Vietnam to fight; he was going to leave that to Asian boys.  Yet JFK committed America to winning in South Vietnam, and LBJ sent more than half a million U.S. “boys” to wage and win that war.

Alienated as they were from the land and its peoples, U.S. troops were also alienated from their own leaders, who committed them to a war that, according to the proclamations of those same leaders, wasn’t theirs to win.  They were then rewarded for producing high body counts.  And when atrocities followed, massacres such as My Lai, U.S. leaders like Richard Nixon conspired to cover them up.

In short, atrocities were not aberrational.  They were driven by the policy; they were a product of a war fought under false pretenses.  This is not tragedy.  It’s criminal.

Failing to face fully the horrific results of U.S. policy in Southeast Asia is the fatal flaw of the Burns/Novick series.  To that I would add one other major flaw*: the failure to investigate war profiteering by the military-industrial complex, which President Eisenhower famously warned the American people about as he left office in 1961.  Burns/Novick choose not to discuss which corporations profited from the war, even as they show how the U.S. created a massive “false” economy in Saigon, riven with corruption, crime, and profiteering.

As the U.S. pursued Vietnamization under Nixon, a policy known as “yellowing the bodies” by their French predecessors, the U.S. provided an enormous amount of weaponry to South Vietnam, including tanks, artillery pieces, APCs, and aircraft.  Yet, as the series notes in passing, ARVN (the South Vietnamese army) didn’t have enough bullets and artillery shells to use their American-provided weaponry effectively, nor could they fly many of the planes provided by U.S. aid.  Who profited from all these weapons deals? Burns/Novick remain silent on this question—and silent on the issue of war profiteering and the business side of war.

The Vietnam War, as Tim O’Brien notes in the series, was “senseless, purposeless, and without direction.”  U.S. troops fought and died to take hills that were then quickly abandoned.  They died in a war that JKF, Johnson, and Nixon admitted couldn’t be won.  They were the losers, but they weren’t the biggest ones.  Consider the words of North Vietnamese soldier, Bao Ninh, who says in the series that the real tragedy of the war was that the Vietnamese people killed each other.  American intervention aggravated a brutal struggle for independence, one that could have been resolved way back in the 1950s after the French defeat at Dien Bien Phu.

But U.S. leaders chose to intervene, raining destruction on Southeast Asia for another twenty years, leading to a murderous death toll of at least three million.  That was and is something more than a tragedy.

*A Note: Another failing of the Burns/Novick series is the lack of critical examination about why the war was fought and for what reasons, i.e. the series takes at face value the Cold War dynamic of falling dominoes, containment, and the like.  It doesn’t examine radical critiques, such as Noam Chomsky’s point that the U.S. did achieve its aims in the war, which was the prevention of Vietnamese socialism/communism emerging as a viable and independent model for economic development in the 1950s and 1960s.  In other words, a debilitating war that devastated Vietnam delayed by several decades that people’s emergence as an economic rival to the U.S., even as it sent a message to other, smaller, powers that the U.S. would take ruthless action to sustain its economic hegemony across the world.  This line of reasoning demanded a hearing in the series, but it’s contrary to the war-as-tragedy narrative adopted by Burns/Novick.

For Chomsky, America didn’t accidentally or inadvertently or ham-fistedly destroy the Vietnamese village to save it; the village was destroyed precisely to destroy it, thereby strengthening capitalism and U.S. economic hegemony throughout the developing world.  Accurate or not, this critique deserves consideration.

How the U.S. Could Have “Won” the Vietnam War (1982) — Updated

Much like my father, I can be a pack rat. Going through old files, I found a “blue book” exam that I took as a college freshman in 1982. The essay question I had to answer was whether the U.S. could have won the Vietnam War.  Recall that in 1975, South Vietnam had fallen to the communist North Vietnamese invaders, with U.S. diplomats ignominiously escaping by helicopter from the roof of our embassy in Saigon.  In the 1980 Presidential Election, Ronald Reagan defeated Jimmy Carter, with Reagan declaring that the unpopular Vietnam War had been “a noble cause.”

I have not edited my answer (except for a few additions, in brackets, for clarity), which follows below. This is what one U.S. college freshman thought about Vietnam and the U.S. involvement in that war seven years after the defeat in 1975.  (You can’t even call it sophomoric, since I was only a freshman.)  I think my answer reflects a certain naivete as well as can-do optimism: That we were fighting for the right reasons but in the wrong way, and if we had followed a better strategy, and bossed around the South Vietnamese more, we could have, in some sense, “won.”

Today, I don’t believe the Vietnam War was winnable, and I lament the enormous amount of destruction we visited on the Vietnamese and their country, which I’ve written about in other articles, here and here for example.

Update (8/27/2014): Having watched the recent HBO documentary Nixon by Nixon: In His Own Words, it’s now glaringly obvious that the Vietnam War was unwinnable.  Indeed, that’s precisely what Nixon and Kissinger (secretly) concluded.  As they talked publicly about “peace with honor,” Nixon and Kissinger were privately conceding that the war was lost.  They were looking only to deflect blame from themselves, for “a decent interval” between when US troops withdrew and when South Vietnam collapsed, which is exactly what they got — roughly three years, by which time Nixon had resigned in disgrace due to Watergate.  Nixon and Kissinger also cast about for scapegoats; at the time, they planned to blame the inevitable defeat on the corruption of South Vietnamese leaders.  

Why did the U.S. lose in Vietnam?  A big reason, I think, is the dishonesty of our own government in consistently misleading the American people about the war and the region as well.  This dishonesty started just after World War II and extended to LBJ and Nixon as revealed in “The Pentagon Papers.”   In other words, Nixon’s “silent majority” wasn’t silent because it supported his policies.  It was silent because it had been lied to by Nixon and his predecessors.  If the U.S. government had had the guts to level with the American people, the worst of the war may have been averted.  Even Watergate would have been averted, since you can draw a clear line from Daniel Ellsberg and “The Pentagon Papers” to attempts to “get” Ellsberg to the “dirty tricks” of the Nixon Campaign in 1972 that ended in his resignation.  Lies begat crimes that begat more lies that begat more crimes…

The Vietnam War was a costly struggle involving over 500,000 U.S. troops [at peak deployment strength] and billions of dollars of equipment.  The war was attacked both at home and abroad, and when the U.S. finally did pullout in 1972, the South Vietnamese government and the ARVN [Army of the Republic of Vietnam] collapsed in three years.  The Vietnam War was a failure of U.S. foreign policy making, but if other alternatives had been pursued, the results would have been much better for the United States.

The U.S. became involved in Vietnam to contain communism, to prevent the takeover of South Vietnam by North Vietnam, and to contain China.  Unfortunately, the U.S. underestimated the strength of the North Vietnamese will, and turned a local civil war between two conflicting ideologies into a major conflict.  The U.S. believed that South Vietnam was a vital area of American interest, but it really wasn’t.

The South Vietnamese government was politically inefficient and corrupt.  Most of the natives did not support the government, which was why the Viet Cong were able to succeed the way they did.  U.S. foreign policy concentrated on defeating the Viet Cong and the North Vietnamese Army, not realizing that the reform of the South Vietnamese government and the pacification of the local villagers were of more importance.

What could we have done, then, to “save” South Vietnam from North Vietnam?  The answers are not concrete or exact.  Most people believe that if the U.S. Army had had fewer restrictions and more men, North Vietnam would have lost.  This pedestrian view is wrong for two basic reasons.  One is that the U.S. Army fought the wrong type of war.  Instead of conducting counterguerrilla activities, the U.S. Army adopted tactics intended for conventional warfare in Europe.  The U.S. tried to defeat North Vietnam by sheer firepower, but superior numbers and materiel lose their advantage against a determined guerrilla enemy.  Employing hit-and-run tactics, the Viet Cong fought only when they wanted to fight, and on ground of their choosing.  Cincinnatus [Cecil B. Currey], in his book Self-Destruction:[The Disintegration and Decay of the United States Army during the Vietnam Era] stated that the U.S. Army could not have won the war because of the way they fought it.

The second reason is that each escalation of American troops in Vietnam could be easily matched by North Vietnam.  Each year over 200,000 men [in North Vietnam] became eligible for the draft.  When General Westmoreland asked for 200,000+ troops to launch a major counteroffensive after Tet [in early 1968], he was denied them on the grounds that more numbers would have had little or no effect in ending the war.

What can one conclude from this?  A definite conclusion is that U.S. tactics were totally unsuited to the type of war fought in Vietnam.  This suggests one change in our policy that would have improved the result.  If we had pursued a policy of counterguerrilla warfare, and if we had protected the local villagers better, then we could have concentrated on the main problem—reforming the South Vietnamese government and creating an ARVN that didn’t lose every battle they fought.

The Vietnamization policy [under Nixon] was a step in the right direction, but it was implemented haphazardly and inefficiently.  U.S. foreign policy should have recognized that the support of the government by the people was of paramount importance, but needed reforms [in South Vietnam] were not carried out and the people became disillusioned and bitter.  If the government cannot protect us, the people thought, what good was it?  The U.S. should have forced the various South Vietnamese governments to implement reforms, and it also should have pursued a more vigorous pacification program.

The handling of ARVN was also a mistake.  ARVN came to rely upon the U.S. Army to great extent, and when the U.S. Army withdrew, the ARVN desertion rate reached an all-time high.  The U.S. should have realized that giving the South Vietnamese billions of dollars in equipment and, among other things, the fourth largest air force in the world, was not enough.  It did not cure the disease that afflicted ARVN, which was corruption and the lack of experienced officers.

What conclusions can be reached?  U.S. foreign policy was definitely flawed, but we could have attained better results if other policies were implemented.  A more effective pacification program, combined with counterguerrilla activities and increased defense of local villages, would have eroded the support of the Viet Cong, since a guerrilla war needs the support of the populace to succeed.  The most basic flaw in U.S. policy, however, was ignoring the faults and corruption of the South Vietnamese government.  Needed reforms of the overbearing totalitarian government would have gained the support of the South Vietnamese people, and this more than any other factor might have changed the results of 1975 and “won” the war for the United States.

 

 

 

 

In Praise of Douglas Kinnard, A Truth-telling General of the Vietnam War

The death on July 29 of retired Army general and professor Douglas Kinnard at the age of 91 reminded me of the vital quality of integrity and truth-telling, especially in life-and-death military settings.  A fast-rising general who became critical of America’s path in Indochina in the late 1960s, Kinnard retired from the military and wrote The War Managers (1977), a probing and fascinating survey of what he and his fellow general officers thought about the Vietnam War and America’s efforts to win it.

The general officers who answered Kinnard’s survey in The War Managers give the lie to the so-called Rambo myth, the idea that the American military could and should have won the Vietnam War, but were prevented from doing so by meddling civilians, mendacious media, and malicious hippie war resisters.

The survey results bear this out.  For example, Kinnard notes that “almost 70 percent of the Army generals who managed the war were uncertain of its objectives.” (25)  One general wrote that “Objectives lost meaning and were modified to justify events.”  Another wrote that “The U.S. was committed to a military solution, without a firm military objective–the policy was attrition–killing VC–this offered no solution–it was senseless.”

Along with unclear or swiftly changing objectives, the Army employed large units and massive firepower that tore up the land and produced millions of casualties.  This “search and destroy” approach of General William Westmoreland was termed “not sound” by one-third of the generals surveyed, with a further quarter saying it was “sound when first implemented–not later.”

Kinnard himself had direct experience with the Army’s reliance on costly and counterproductive firepower, specifically harassment and interdiction (H and I) by artillery.  In a note on page 47, he writes:

“In May 1969 I returned to Vietnam as Commanding General of II Field Force Artillery.  On my second day in the country I asked to have the intelligence targets plotted on my map.  Afterward, I asked to see the person who selected the targets, together with the data on which he based his selections.  A 1st Lieutenant appeared with a coordinate square; inspecting a map, he selected, at random, points in the areas where nighttime firing was authorized, and then measured off the coordinates for firing.  This had been the method of choosing intelligence targets in that zone for the preceding several months.”

In other words, U.S. forces were firing blindly into the jungle.

Most seriously of all, a ticket-punching culture in which officers rotated in and out of command every six months,* together with pressure from the top to inflate “body count” of the enemy, led to severe erosion of integrity in the U.S. Army.  Nearly two-thirds of the generals admitted that enemy body count was “often inflated,” with the following comments made by individual generals:

“The immensity of the false reporting is a blot on the honor of the Army.”

“I shudder to think how many of our soldiers were killed on a body-counting mission–what a waste.”

“I had one Division Commander whose reports I never believed or trusted.”

“Many commanders resorted to false reports to prevent their own relief.” (All quotes on page 75)

Along with inflated and dishonest body counts that compromised integrity was the failure to admit that Vietnamization was fatally flawed.  As Kinnard put it, “How could an army or a government so grossly corrupt [as those of South Vietnam], even in a country where corruption is expected, summon the enthusiastic support of its soldiers or its people?  There was no way to do so, as successive American advisers [to South Vietnam] discovered.” (84)

Several generals noted that the heavy-handed, can-do-right-now, approach of the American military to Vietnamization was fundamentally at odds with Vietnamese culture.  Two quotations illustrate this point:

“We erroneously tried to impose the American system on a people who didn’t want it, couldn’t handle it and may lose because they tried it.” (Written before the fall of Saigon in April 1975.)

“In this, as in all our foreign wars, we never really established rapport [with the Vietnamese].  This was largely due to our overinflated hypnosis with the myth that the American way–in economics, politics, sociology, manners, morals, military equipment, methodology, organization, tactics, etc.–is automatically and unchallengeably the best (really the only) way to do things.  This failure may well be the area of greatest weakness for the future of American arms.” (92)

As President Obama and his advisers meet today to discuss Syria, they should keep that lesson in mind, as well as Kinnard’s reminder that clear objectives are vital to the success of any military operation.  Even better, they should all be required to read (and re-read) Kinnard’s book, and to reflect on his wisdom.

Let’s leave the last word to Kinnard.  Before committing American forces to combat in the future, Kinnard wrote that “The situation itself must be one in which American interests are clearly at stake in a way that can be made understandable to the public … An important corollary is the need for truthfulness in dealing with the public.  From the president all the way to the field units, the practice of letting the facts speak for themselves is the best hope.  In the Vietnam War there was too much tricky optimism from LBJ [President Johnson] on down.  Furthermore, there was too much concealing of the implications of half-announced decisions.” (166-67)

Unclear objectives, compromised integrity, indiscriminate firepower, cultural blindness, “tricky” optimism, concealing the realities of the war from the American people: all of these reasons, and more, contributed to the disaster of Vietnam.  The sad truth is that we still haven’t fully learned the lessons of Kinnard’s honest, no-holds-barred, after action report that is “The War Managers.”
